I know that a Dutch que, onanating from the Cape Colony, was in circulation in the country distric's soma weka ago, but sin totally unable to discover what has browne of it. It certainly has not been extensively signed, and I believe the promoters must have quietly let it drop. At a fairly largo Boor meeting at Pietersburg on Friday last, where every sort of charge against las Governmout was rakod together, the Lakonr Ordinance was, on the whole, favourably regarded, and the principal speaker eron stacked me for not having axerard my supposed absoluto power to pass it six months ago. One of the most distinguished of the ofleris serving under Admirsi Alexleff in Manchuria is Lieut-General Lánlevitsh, who is in command of the Siberian Amy Corps. He is an expert in Asiatic warfare, having passed the greater part of his life in the Caucasus and the Eastern dominicus of the Tear. General Linisvitob is now in his sixty-sixth year. He fought in 1869 with great gallantry against the Caucasian menutaineers, and won the Cross of the S. Auze Order for valour in the field. During the Rasso-Turkish war in 1877 he commanded the Second Caucasian Ride Battalion, and again signalised himself by his daring and military skill. His services to Turkey earned him the Cense of S. George, a golden sword of honour, and the rank of colonel, In 1884 General Liniovitch was promoted to the com mand of the 54th Regiment of Infantry. In 1889 he took charge of the Transcaspian Rifle Brigade, with the rank of ligutenant-general In 1895 he was transferred to the Usouri as commader of the military district, nad in 1990, at the time of the Boxer outbreak, he was ordered to Manchuria at the bead of the Siberis Amy Corps. The only marvel is that the violent Bour opposition at the Cape has not, in spite of great efforts of the anti-British Press in all the Colonies, produced mors effect north of the Orango River. The reason, no doubt, is that the Bond organisation which is practically perfect in the Cape Colony, is only in its rudimentary stages in the Orange River Colony and the Transvaal.
