SIR,-Allow me to bring to the notice of thus public that the Powers that be are having great diffualty in carrying out the provisions of the above Orlimanco. Take for instance the cubicle question, which was found on applica tion to be too drastic and could not be applied without prast modification; and now other sections have sprang up which are having the fame effects.

It is stated from reliable official sources that H.E. Viceroy Shua will return to Canton by the end of this month. He will have to stay a long time in Kwangai, and yet it in doubtful whether he will in the end be able to suppress the rebellion, for the rebels are po despicablo fos. The P. & 0.steamer Mazagon Uft Bingapore for this port on the 15th inst., at 6 a.m.

The N.YK. steamer Idzami Maru (Bombay) and is expected-hero on the let inst. Line) left Kobo for this port on the 13th inst.,

The T.K.K.steamer Romita Maru left Manila on the 15th inst., p.m., and is expooted here to morrow; at about 5 p.m.
