Taking only the past decade, it in rockoned that the loss which Morico has incurred in consequence of the depreciation of her entroney amounted to 27,000,000 peson on her general exports. A further loss of 289 millions is reckoned in respect of the Moxi- icon export of silver alone. The gold value of imports to Mexico bas, on the other band, only decrmised during the past decade by about 14 millions as compared with the total decrease of about 30 millions in the gold value of Mexican exports, including silver. Those striking deve. lopments have naturally been influenced by other aconomic factors besides the fluctuations in price of silver and the consequent instability of the Mexican currency. But the general conclusion is druku that while a country with a depreciated currency is in a position to increase its experts to countries with a gold standard, it obining a constantly decreasing amount of foreign pro- ducts in mchanga, and thus incurs an economico loss which is not balanced by the development in its export trade. The resolutions adopted at the Berlin conference, which I am assured are sabstantially in agreement with the views or pressed in the other capitals visited by the delegates, testify to general belief that the nterests of Europina. countries with a gold standard which trade with silver countries would be materially promoted by the establishment and maintenance of stable silver currencies in

The advocates of bimetallism used to baan their cause on the theory that countries with a gold standard were being seriously prejudiced by the depreciation of the silver currency in the silver countries, which wore enabled to nadorsell their rivals and to develop their export trade tosin, sbuormal extent. By a curious reversal
of arguments the silver countries are now arging that it is in their own interest that their surrency should be establish- a stable basis with referance to od on a gold standard. In a memorandum pressated by the American delegates it was poisted out that while between the years 1882 and 1902 the value of the exports of Mexico had risen from 29,000,000 peso3 to 168,400,000 puss in silver, the value in gold of these exports hai only risen from about 20 millions to 74 millions, The silver value of Mexicau exports had thus 1918 increased sms five and three-quarter times,
