In the matter of health the island has been below the average, with an average death-rate Lof 40,73 of which average 43.09 per mille were within the Municipal limite. Smallpox, cholera, tyhoid and dengue were the most prevalent diseases, but no deaths were directly due to the last named.
The Panang police are not happy. A coording to the Chief Police Officer, the now Criminal Procedure Code hampers instead of assisting the department. Though the inspectors are said to have worked well, it is plainly set forth that the European contingent cannot be said to be satisfactory. It wan Maven sergeants short during the year. The majority are reported to be unsteady and the rest unlit for promction, The detective department is ineficient but great difficulties exist in the way of improving it." It cannot be said that there was any decrease luorime, though the number of cases arrested was less by 1,809. There were fewer cases of murder but more cases of housebreaking.

Section 2 of the Act of Congress approved. March 3, 1903, provides that certain classes of class shall be excluded from admission into the United States. Among those olenges are aliens imported to perform labour or service of any kind, skilled or woskilled, in the United States.
Scetion 4 of the above Aot reads, as follows: "Sen. 1. That it shall bo unlawful for any person, company, partnership or corporation, in any manner whatsoever, to propay the tran. sportation or in any way to assist or encourage the importation or migration of any alies into the United States in pursuance of any offer. solicitation, promise, or agreemont, parola or special, expressed or implied, made previous to the importation of sach ation to perform labour or service of any kind skilled or unskilled, in the United States."
Eection 33 of the same Act reads as follows: Bes. 33.
