There was recently issued from the Colonial Ofice a Blae-book relating to the advance made In the resettlement and administration of the Transvaal and Oranze River Colony. It is drawn up by Lord Milser, in a roport full of
interest.
Writing on March 14, Lord Milner says that, thoaks mainly to the energy and gocd manage ment of the staff officers engaged in the work, and to the rapidity with which the work of repatriation generally was proceeding through- out the country, it was possible to restore some 20,000 prisoners to their homes by the end of last year, while at the time of writing all former burghers had been restored with the exception of about a score who preferred to go elsewhere and of about 90'who had declined to into the oath of allegianco or to make the declaration sab stituted for it. All this, as far as Lord Milner is aware, without a bitch and wilkout so much as a single unpleasant incident occurring after
