Mr. R. Inglis, in his speech as Chairman at the annual meeting of the Shanghai General Chamber of Commerce, made the following remarks with reference to insurance rates: "The rates for insurance have long been regarded as excessive, more especially on public wharves and godowns, and in my opinion the Home Offices have assumed much too dictatorial tone, and it is within the bounds of possibility that a large local Company could be formed here to take up a very great percentage of the whole business of the port."
