Whilst placing the trade of India with the West upon a firm footing (although the agricultural classes and planters of indigo, tes, &c., are still labour- ing under the disadvantage of high exchange) our Government should now direct their attention. to our trade with the Far East, and not allow our once flourishing industry to fall into decay, especially as the remedy to a certain extent hes in their power. (Applause.) I should respect fully urge them to throughly investigate the situation and come to our help.

i

TWO WAYS OF AFFORDING RELIEF. There are is my humble opinion two ways of affording relief. The eno is, the abolition of the excise duty on our manufactured goods which time bas proved do not enter into com polition with Manchester goods. Even if they did, it is to such an infinitesimal degree that I am sure eren our Lancashire friends will not grudge the removal of the impost. I would therefore suggest ita immediate repeal as it is in direct contravention of the doctrine an- unciated by H. E. the Viceroy in his memorable speech

at the opening of the Art Exhibition at Delhi, when he said that Indian act and mand- facture should be encouinged and supported The other relief seems difficult at first, but could be overcome in time; it is that our Government should interest itself for its own sake being large creditors of Chios), as well as for the interests of their own subjects and of these of the Celestial Empire, in the adoption of a gold standard in Chins. Nearly all civilised countries have adopted it, and it will short- ly be introrlaced both in the Philippines and the Straits Settlements. Why, then, should China continue its currebey in that depraved. metal which is continually declining in velas and is an element of uncertainty and a stawiing menane to trade?

NUCLEUS FOR A GOLD STANDARD.

In his evidence the plaintiff stated that in June, 1900, in Vladivostook he met Mr. Lakser, who represented himself to be an agent of the American Trading Company and who, happen ing to be coming to Shanghai sbout that time, offered to do some business for the plaintif Plaintiff gave Lakeer instructions to order goods to the value of about Roubles 300,000 and provided him with £6,000 sterling to pay 20 per cent, of the cost, the balance to be paid on the delivery of the goods. Plaintiff received a bill from the defendants but no signed invoices, through them. from the firma from whom the goods originally came, though he asked for such frequently. About August 1901, plaintiff came to Shanghai himself and was rendered account which totallod to Roubles 383,782.92, including insursues, patties, ex. change and commission at the rate of 5%. In consequence of a complaint from him as to this commission a rebate of Roubles 6.000 was made [1219 to him during this stay in Shanghai. Plaintiff also produced in Court a receipt for goods be. longing to him stered in the American Trading Company's godown at Vladivostock, and sold, as he alleged, by Mr. Taylor, the Company's agout there, without any instructions from him: the owner, or his agent. By that sale plaintiff stimated his loss at Roubles 4,410. He far ther maintained that he had been overcharged to the extent of 10 per cent, on the gooda par- chased for him, that he was overcharged on

In order to form the nucleus fora goldstandard, telegraphic and ngeney expenses; and that he was overcharged on exchanges between gold in the first place China should open up all ber dollars, taels and you; also that he should have gold wises, and I am sure that all European received Customs drawbacks to the amount of Powers would reader har as istance by granting about Tls. 15,000 on a carge of 50,000 bags of her a gold loan if wise will only follow their Bour and some salt ordered from Americs and advice in the matter of placing her currency on

This tax would maintain in a rough and ready The American Trading Company had made way the silver dollar in Chian at a fixed valus good the netual value of some of the goods relatively to gold. The tax wouldn t only be a direct addition to the revonne of Chinn, but it stored in the godown at Vladivostock, but had not returned the interest charged him, or mide would enable her to pay the war indemnity in good the interest he bad lost. For one shortage gold without difficulty, as the dollars she received as Customs dues would have a fixed gold value. they gave him no estisfaction whatever.

In the payment of her indemnit alone she will save about taele 9,000,000, 1 would therefore urge that the Powers should take this matter in hand energotical y, as China is confessedly utterly incapable of managing her own tipsocial affairs without their advice and co-operation, as they had the control of the collection of Customs dues for the past forty years which has worked satisfactorily.--I-notica. ihut the fall in silver has attracted the attention of President Roosevelt, who sent a message to the Congress recommending legislation to en able America to co-operate with gold standard countries for the purpose of establishing the At the conclusion of other evidence for the stability of silver, and I sincerely trust that plaintiff and without calling on the defence is some good may result by this action; in fact it Honour asked plaintiff's agent (Mr. G. Mr. Curtis argued that the evidence of plaintiff, a reputable Russian merchant, who had done a large business with defendants, made out a prima facie case in bis favour,

Tho Court retired for a few minutes and re- turned the following judgment:-The entire case depends on whether Mr. Lakser, with whom Mr. Gilleria said to have made a contract, was on 27th October, 1900, an agent of the American Trailing i ompany in makinganch contract. Such agency in denied and no proof has been brought that Mr Jakeer was an agent for the American THERE-Trading Company at that tion.
