THE SANITARY BOARD ELECTION.
The rules governing the election of two members the Sanitary Board to-day, as laid down in Schedule C of the New Ordinance, aro as follows:-
1. Elections shall take place at such time and place as shall be previously notified by command of the Governor in the Gazelle.
2. The Registrar of the Supreme Court, herein after termed the Registrar, shall in accordance with any auch notification summon to an election the persons by law entitled to roto at such election and shall proside at the

3. The name of every candidate must be pro- posed in writing by one elector and seconded by another.
4. No elector shall give more than one vote. 5. The voting shall be by ballet.

As it stands, the rule is obsurd and ought to have been revised before being incorporated in the New Ordinance. We imagine that the intention of the framers of the rules, which have been in existence, we believe, fully twenty years or more, was to prevent "plumping"; but the rule is now held to mean that an elector can only give one vote even though there were a dozen seats to be filled on the Board. Surely it was never intended to mean that.
Voting papers will be supplied to the electors present, who have to write on them the one candidate of their choice and in the next columu put a cross against the candidate's unme. The persons entitled to vote at the election are ratepayers who are included in the Special and Common Jury Lists for the year 1903 and also those rate- payers who are exempted from serving on Juries on account of their professional avocations. The lists of Special and Com- mon Jurors were published in the Govern ment Gazelle of the 6th inst., and number upwards of 1,000 persons.

The Hakodate correspondent of the Japan Advertiser, writing on the 8th instant, records a serious stabbing affray, which occurred on board the British ship Drumburlon on that morning, on account of which two men were in the Hospital at Hakolate, oue probably fatally injured, while two more are in the hands of the police authorities.
