The Chinese Government should be urged to issue an Edict instructing the Board of Revenue to appoint a Commission to report upon the measures necessary to carry onl Article II of the British Treaty. The Com mission should sit in Shanghai, and should include representative of the Bankers Guilds and some foreign advisers. From the outset the interest and co-operation of the Chinese Banka should be enlisted in favour of the proposed reforms. The references of the Com- mission should be wide enough to corer the constitution of a National Board of Currency and a National Bank with powers delegated to control all the mints, to issue notes against stipulated reserves, and to demonetise existing, formy of oneraney, within a specified time. Powers should be given to adopt the measures necessary to fix and maintain a par of exchange between the Imperial silver unit, sabeidiary silver coinage, and copper cast. If this were done it is probable that a practical scheme would be forthcoming for the establishment of a uniform currency within a stated period. Provided that China agrees to colloot the equivalent of this loss in exchange and to deposit it with the Board of Currency for the purpose of forming a reserve which will enable her eventually to deal effectively with the question of a conversion of the currency.
