HERCHANT SHIPPING CONGO12DATION ORDINANOM: 1899, AND AMENDED

DEDINANCE· 1901, HONGKONG, I'am directed to inform you that the Council of this Chambor bare received a letter frens the Hongkong Chamber of Commerce complaining of provisions contained in regulation No. 17 of the first named Ordinance, and the regulation No. 16 of the amended Ordinance, whereby shipowners are made liable to the Government for "cost and expenses of passengers who have died, or who have taken ill on board ship, and who have been removed therefrom under the quarantine regulations of the Ordinance on their arrival in Hongkong."

It is stated that the amended Ordinance of 1901 has not yet been confirmed. The Conncil of this Chamber have carefully considered the matter; and consalted the large shipping associations and steamship lines interested. They are strongly of opinion that the principle involved, viz., of imposing such liabilities on the shipowner in the case of persons not on the ahip's articles, is most unfair, and they trust that steps will be immediately taken with a view to the repeal of the regulation in question,

I am, Sir, your obedient servant,

On the line both at the start and finish the wind was west and light with northerly puffs coming of the Kowloon shore, white in Hungbom Bay and beyond there was a gentle to moderate breeze which varied from NE.toSE

In the first class Vernon got the best of the start from Diene and bad soon establishod pion lead. Alannah did not cross the line for fali 5 minutes after the other two, being late in getting over from her mooring, and soen gave up the meo. When Vernon and Dione mers off the Dock Point they mat a nice breeze which gradually changed from . to SE. Vernos was ahead when they met the wind, but instead at keeping between Dions and the Channel Rocks which was the first mark, took a cast to the N. and let Dione go off by herself to the 8. The consequence was that the change in the wind set Dione up and enabled her to close the gap between them to a few lengths and Fernon only rounded the Rocks some 25 seconds ahead. On the run to the Cast Rock Buoy Dione keeping in Vernan's wind drew up on her, got an overlap to windward just before the Buoy was reached and Vernon not luffing so she might have done conceded the inside turn and the lead to Drone, On the heat back to the Hooks Dione showed greatly improved form to that displayed by her in any previous race in s sismilar weight of wind, and slipped away from Vernon in's most unexpected manner, rounding the Rocks over two minutes ahead. On the ram back to the Boy on the reach to Meyer's Buoy the con- tinued to gain and rounded the latter mark about 3 minutes in front of Vernon with to all appearance the race in band. But after Drone had resoned Blackhead's in the rapidly falling wird and was standing along the line of the new reclamation she got becalmed and Fernen crept up on her. Then Dions got & west wind and stood out on the starboard tack heading for the centre of the line, but agsis got becalmed and was caught by the tide and drifted further out and to leotard. Meanwhile Vernon picked up a northerly slant close along the phore and romped home on easy winner,

The one-design class got away vary level, Kathleen and Golleen slightly in rear. After

a for; minutes running, during which the ROYAL HONGKONG GOLF CLUB. positions were unchanged, the wind veered

and to the NE, and spinnakers were lowered. Erice, Bonito and in when off Blackhead's Point pat about into the starboard tank and sailed into a calm patch from which they did not emerge until Kathleen and Colleen had worked out a lead of several minates Colleen kept well over to the centre of the channel and obtained a lead of about a minute and a half on

Chamber of Cousmorce. The CHAIRMAN said this letter was a most Kathleen. These two soon got into a nice satisfactory communication.

THE CURBENGT QUESTION, The SECRETARY reported that in response to a requisition dated 10th Februasy, signed by Messrs. Edward Osborne, G. W. F. Playfair, J. R. Michael, W. G. Humphreys, and Bradley & Co, a special general meeting of the members had been called for the following day st 3.15 p., for the purpose of discussing the question of local cureaney, and that, in order to comply with Hye-Law No. V, notice had been given of the following resolution to be proposed by Mr. Edward Onborne :-"That in the opinion of this meeting it je desirable the Straits Currency Commission should extend its engniries to Hongkong with a view to ascertaining whethe reform of the Colony's currency arrangements is advisable

A lengthy discassion ensued as to the exact. meaning of the resolution as worded. A reform in the Colony's currency arrango ments" could, it was felt, only mean the adoption of a gold standard with or without Chins, and the Committee, with the exception of Mr. I. C. Wilcox, agreed that such being the case they could not support it. It was decided, howerex, to fist hear the arguments addressed by those putting forward the proposal before taking the vote of the Committed as a body.

ACCOUNTS FOR THE YEAR 1902. The SECRETARY Submitted draft statements of income and expenditure account for 1900 showing excess of income over expenditure of $54.85 after writing off defalcations of the late elerk during the year mounting to 82.595.63, Teas $1,250 since recovered. The balance-sheet showed $4,073,54 to the credit of the Pinnacle Book Fand" and $12,159,02 to the credit of the reserve fond

The pccounts were passed subject to andi' and the CHAIRMAN remarked that had previous years statements been framed in a smilar manner instead of being merely summaries of

breeze which was gradually changing to 8E. and it then became one long hoard to Channel Rocks. Kathleen was about fifty yards astern of Colleen and at once began to gain steadily and surely, The others had at last picked up the breeze and were close together in the order Mix, Bonito, Erica. The last was seiling the fastest and gaining on the other two. Kathleen meanwhile had worked up a little into Colleen's weather and passed her about 50 yards | Irom the Bocks. From this point Kathleen very slowly worked out a lead of about a minute and, although she at times got close up, Colleen at passed Min and Bonito, who were engaged in s time looked likely to pass hor rival. Enca class struggle for fourth, place, on the second best to the Rocks. The wind held until Meyers Bay was reached and the times here may be of interest
