In the Journal of the Royal United Services Institution, Lient. A. G. Lich, R.F.A., hasan articlo The Doctrine of Continnous Voyage," which last came into promisiones on the seizure of the Bamiarth and two other Gorman steamers by the British during the South African War. Lient. Leach quotes many examples bearing upon the attitude of the Fowers upon the continous voyage" problem. Thus, in 185, during the Franco-China war, the French Government declared its intention of seizing vessels bound for Hongkong if laden with any goods declared contraband. Among these goods was rice. The British Government protestod rigorously, and upon the plea that the destination of the vessel was conclusive of the destination of the goals, and also that any neutral ship was outilled to trado to Hongkong. a neutral port. There is no harm in admitting now-and perhaps it should have been admitted by our Government in 1885, comments the Navul and Military Record--that Hongkong was, in many cases, not the ultimate destination
