Hamburg, 4th August. · Empire and baneût practically all branches of trade. The latest wall comes from the popor industry, which sees itself sacrificed to the now- tugled protectivo agatom. This industry takon a first place among those which hare of late year especially come to the frost. It is said that the German paper-factories supply a large propor tion of the demauds of the markets of foreign countries and that from forty to fifty per cent of the total outpat in Germany, valued at 210 million marks, bus beon exported abroad. The industry appears capable of still further de velopment so long, allege the paper-makers, as the cost of productio is not increased by any artificial prooves, a contingency which would at ence exclude it from the foreign market. All of the raw materiale and most of the accessories have been laden by the Commission with duties three or four times as high as those hitherto in forts: paw dust one to two marks, poste one to four marks, glue three to five marks, starch twelve and a half to fifteen marks, etc. This heavy increase in daties is salonisted to favour the formation of trust in the raw materials, which would have the paper-making industry completely at their movy, and as the whole printing and bookbinding trades ara closely allied to it they too must suffer severely from such eventuality. To pay at all well, papor-waking must be carcieil on on a large wale, nad the margin of profit is so fine that an increase in the cost of production means the abilitation of the industry. Tho fired retail price of many articles is so calculated that no
alteration is possible to cover the increased seat of production. A fifty-pfennig article must be sold for fifty plenniga and therefore if the prime cost goes up its manufacture must cease or the quality mast enffer and the public will then no longer be satisfied with it. But the all- important question is that with the increase in the cost of prodnation the industry must lose its capability to compete in the foreign market, and the consequent falling-of will" not be confined to the loss of the expert trade alone. Paper-making of the better class, which involves artistic work and finish, is burdened with heavy expenses which serve only for the production of special dootiog fashions and designs, and thear esponses are so considerable that only on the basis of the most extended trade is it possible to eke out any profit at all. But the home market is not large pabugh to make it pay to produce these special designs, and therefore the olosing of the foreign market wust necessarily put a stop to the production of them or result in the reduction of the quality and increase in the prics of the goods, that is to say, the ndustry must wane and its done throw on of employment u large proportion of tko 220,000 persons who make a living by it, not iruding a large number of artista and exparts who furnish the original sketches and designs. Of cursa. it is not to by supposed that all these popple will wait for the realisation of the gloomy forebodings.
