Her Majesty's Principal Secretary of theate for the Colonies, states His Lordship's regut that he cannot accede to my proposition as to

the transportation of European Convicts to "Van Diemen's Land, and adds that in lieu

of Transportation, it will be necessary to substitute such other description of secondary punishment

as

may appear best adapted of the Colony.
