So much by way of proliminary precaution when dealing with the official figures as data for comparison. I have deemed it all the more Decessary to mention the point us it seems to have been passed over in the comments of the native Press and even in some foreign journals..
It would appear, then, from the oflic retprus that in 1899 the foreign trade of this district, that is, of the two ports of Kobe and Osaka, compared with the trade of the preceding year, was :—
Value.
1898.
1890. Imports £12.022.880 £14.456,548 Exports.... 8,233,871 6,330,38
Total £21,156,751 £20,766,580 showing a considerable drop in imports, but a larger gain in exports, and on the total trade an apparent increase of over £370,000.
But when the correction required as above noted is made for the imports of I898 by adding 15 per cent. the figures should stand thas:-
Total trade in 1899.,
1898.....
Value. £21,156,751 2,915,568
Decrease in 1809...... £1,758,817 thus showing. Instead of an increase of nearly 'per cent, un actual decreuse of over 7 per cent.
On the other hand, it must be remembered. that 1898 was not altogether a normal year, inasmuch as there was a great inrush of imports towards the close of it, in order to secure the advantage of the lower duties nuder the old expiring tariff. Against this consideration, however, must be weighed the fact that the rice crop of 1898 was much larger than the average, said should in the ordinary course have been followed by marked expansion in the volume these opposing factors it is impossible to Aeuy of foreign trade. On striking a balance of
that 1899, the first your of the new tariff, was marked by an daprecedented check in the advance of the import trade of the port.
