(c) That if the owner or partowner of a Yacht makes an appointment with the Odicial Mea- sarers to measure the. Xacht in which he is interested and neglects to have the Yacht ready for measurement at the appointed time and place, he shall forfeit a fine of 85.
(d) A Fes of 85 shall be charged for every. certificate after the first each season, subject to the discretion of the Committee, who may remit the fee in any special circumstances.
