which the construction of the public Works in that Colony should be entrusted to the Officers of the Royal Engineers, I am directed tracquaint you therewith, and that it appears to the Master General & Board that under the present circumstances of the Colony of Hongkong, it is impossible to lay down a positive rule with regard to the employment of the Royal Engineers & Royal Sappers &elliners upon "Works of a Civil description ; their employment however in such services ought, in the Moster Gen & Board's opinion, not to be allowed to

interfere with their Military duties . A communication to this effect has accordingly been made to the Secretary of answer to His Lordship's inquiry.

I am to state that the Master Gent & Board - with the view of the subject taken by

you in your letter of the 6t instant, and entirely agree with your pemarks upon
the inadmisibility of Major Aldrich being allowed to decline the scale of remunciation to the Officer holding the situation of Commanding Royal Engineer in the Colony.
