In pursuance of the instructions conveyed in your printed Circular to the Severners of Her Mansty's Colonies, under date the 15th June, I have caused: to be prepared the enclosed Draft of Ordinance for supplying that defect in the existing Law, by which persons quilty of offences in any or
other British Colony might

themselves to this.
The present Ordinance has been framed partly on the model of the Act 68577 Vict. Cap. 76, to which I was referred in the Circular Despatch under reply.
