THE HONGKONG DAILY PRESS
HONGKONG BRÁNOK. We have received from the Hon. Sen. Mr H. E. Pollock, the following report, with a statement of accounts, for the period of two years onding the 30th September, 1900-
The following is a summary of the various subjects which hare occupied the attention of Committee of the Hongkong Branch of the the Navy League during the past two years.
1-The difficulty which arose in connection with the docking of H.M.B. Victorious in the
Far East.
During the past few months, the Naval Yard Extension Scheme, which includes the constras. tion of a large dock, has been actively pro- reeded with.
2. The necessity for extending the boundaries of the New Territory. No us to include Kowloon City, and so as to include also a suficient stretch of land to the north of Samehua to constitute a good strategic frontier. We niso pointed out the risk which would acorns to British prestige, if Samchap were given back to the Chinese. jurisdiction, but the country rud Samchun is still Chinese torritory, and Samchan has been retroceded in return for a pecuniary indemnity.
5. The striking off from our lists of battle- | ships of all ships armed with musle-looding
guns, which are not worth re-arming.
6. The provision of fast steam-colliers and floating-workshops to accompany our Fleeti.
7. The abolition, so far as practicable, of woodan Ittings in our Ships-of-war.
It is also much to be desired that same achome for fixing definite responsibility upon the First Lord of the Admiralty, in respect of any deficiencies in our Nary, should be devised. Each Head of a Department should be held should not be allowed to shelter himself responsible for detecte in his own Department behind any theory sa to the collective respon sibility of the Cabinet.

In connection with contagious disease, some considerable improvement in the health of our local forces was caused by the passing of Or- insure 31 of 1800, but recent arrivals of troops in the Colony have unfortunately sent the retarne up again.

The Chiuo Shimbun tells a remarkable story to the effect that some sixty thousand Chiness, residing in Java, have decided to become Japanese subjects, as their treatment by the Dutch is intolerable. They are said to have sent delegates to Japan to arrange the matter, and to have received assurances that no diffietil- ties will be offered, but that, as an unanimous morament on the part of such a large numbor HUGHES & HOUGH would be injudicions, they had better effect It is added that Japsu will send a force of their purpose in batches of 40 or 50 at a time. police to Jaya for thair protection. The idea of Chinese subjects, domiciled in Dutch dominions, converting themselves into Japanese, seems to a Japanese contemporary about as quaint as that of Japanese police being des patolod to do duty in the Dutch East Indies.

A total of 2,180 sworn insurrectos, inhabitants of tho vicinity of Santa Maria and Vigan, opened negotiations with Captain Green of the 33rd Infantry, U.S. Veis, last Friday. As Groeg did not have a sufficient force to guard such a mob, he instructed them to return to their camp and to come back again on Sunday, when he would Im able to receive them, In the meantime General Young was notified of the event, and he immediately set out with a troop of cavalry to ascertain the character of the outfit, and to find out whether they wore bona fide Boldiers or merely half-starved natives who wanted food and rest. He found that they were genuine soldiers and members of General Tinio's bolo brigade. There were no rifles among them.

General Young attributes this surrender to the re-election of President McKinley and to the arrival of more troops in the district, and more especially to the vigerous enforcement of war measures and deportation
of prisonera.
INSURGENT DISCOURAGEMENT. The insurgent leaders in Manila are thorough. ly discouraged. Several men whoare known to be strong sympathisers were approached on the question, and they were all of the opinion that a serious blow had been given to the insurgent causa: This district under General Young has been a very successful field for the guerrilla and holoman, and General McArthur has been con stantly sending in more troops. Quite recently the 36th Volunteers and a regiment of regulars `were added, and against this removed and in crmused activity the Filipinos soon found them selves powerless. Tinio is still at large but it is expected that he will soon give himself up, or at least dari laluanother district.

So far as can be seen, nothing substantial has been done to remedy this.
6. The fact that some of our most important forts in the Colony were armed with muzzle loading Orduance,
Our representations on this subject appeared in the British Press, and we believe that active steps are being taken to romody this.
It is very much to be hoped that such a discreditable state of affairs will not occur again. The Chinese had good guns, firing
sinokeless ammunition.

It needs no argument to show that, if our Volanteors are to bear an effective part in the defence of this Colony, they must be provided with efficient weapons.-Bismarck said: "If we are obliged to stake the blood of our people against our enemies in the field, then are we also bound to provide them with the beat wea

One of the chief objects of t subjugation of this rich island is to save the hemp-plantations and restore them to the rightful owners, but the full attainment is very doubtful. The owners may have the return of their properties, but it is feared that most of the country will be devastated.
MANILA SATOGA BILL. Te-morrow the Commission will hold public Hession on the Mesila Baloon Bill. This bill, which will in all likelihood become law, in. stitutes a most sweeping reform, and it naturally meets with considerable opposition. and adverso criticism. Its clauses are concise and imperative, anil lave apparently been framed with special view to prevent any dog. ing or misunderstanding. The bill carefully regulates every branch of the liquor trade of Manila and vicinity; it exforces Sunday closing, prohibita gambling devices, also the sale of intoxicants in the public markets, booths, and plazas. Under no circumstances does it pormit
10. The importance of an effective patrol of the inland waterways of Chins for the suppres sion of piracy. The Head Office has been duly informed of these piratical attacks from time to time. Unfortunately the recent affair on board the Perseverance seems to indicate that more strenuous measures will have to be adopt
ed in the future.
11. The relative strength of the British Fleet in these waters on compared with Flesta of other Pavers,
This is the most serious and pressing subject of all. It is absolutely impossible for Great Britain to adopt a firm and consistent line of policy in the Far East, unless who possesses sufficient material force of her own to roly

LIQUID FUEL..
A correspondent, who signs himself "Pro- gress," writes as follows to The Times:
It is difficult to account for the apparent fail. ure of the Admiralty to apply liquid fuel to the ervice of the Navy. in favour of the latter, I am informed that the arrangements of the grates permit a change from coal to oil burning in three hours, and that the fittings of bankers can be altered from coal to oil conditions in twelve hours. There is no dilenlty in patting 100 tons of liquid fuel on board ship in one hour, and this amount could probably be doubled. The maving of stokers is of course im- mense, and the severe labour involved in stoking disappears when it becomes a more question of tanding valves.
Lau well understand the argamont that, since the great oil fields of the world are not on British territory, we must regard coal as the staple feel of the Navy.
