Had the British Government ever a definite policy in China, as have several of the other Powers, there would have been no necessity for Germany to urge us to adopt a position in some way worthy of our great state in China. As it is, much of the proerusting tion throughout the present crisis is due to no one but ourselves. It is to be hoped that at lust it is beginning to be realised that a purely negative policy, coupled with a complete disregard of all non-official expert advice and warnings, is not the line of conduct which will retain for Britain what she won by energy in the past.
