The following cricket match was played at Happy Valley on Thursday between teams of HMB Tamar and HMSArgonaut, resulting in a win for the former. Beore:—

The cases were not broken. It was only the defendant who aid some of them were broken. In the course of a short speech H. E. the MAJOR-GENERAL said-Colonel Bertie, obers and mou of the 2nd Battalion Royal Welsh Fusiliers and the detachment of the Royal Engineers, I am very glad indeed to welcome you back into my command. We who have had to stay behind your other half battalion, myself and the staff-should have liked to hare gone forward, but some must stay behind. But we have nevertheless looked with the most genuine interest on the way you have soquitted your selves. I know perfectly well when I sent you that you would do well, and I have seen an order that was published which I dare say you have rond, which was new to me until the other day. The order published was from the Chief of Staff, and I will now read it The Lieutenant- General commanding cannot allow Lient, Col. the Hon. R. H. Bertie, and the 2nd Battalion Royal Welsh Fusiliers to leave his command without expressing his appreciation of their sollierly conduct during this campaign. No- thing could have exceeded their dogged endur- ance during the march on Peking, and in Pek- ing their discipline, conduct and appearance, has, with few exceptions, been most satisfao- tory. The Lieutenant-General feels sure from what he has seen of the Royal Welsh Fusiliers-The SHANGHAI STAKES. One mile and that the British Infantry is as good now as it ever has besa. Nothing could be more soi- plimentary than that. I need not tell you how pleased I am to read it. It certainly is a magnificent thing for a regiment that one battalion should have been serving for twelve months, doing hard work in South Africs, - and another battalion of the regiment should be doing equally good work in the north of Chins. It is a very proud thing indeed for a regiment to have such record as that. I am not going to detain you any longer, only I wished to welcome you here. I know there are other welcomes that will be given, but it was my pride and my privilege to be able to be the the command. Brut one to welcome you back into the One last word. I am certainly not against the men enjoying themselves thoroughly, but I can not help remembering that there are a good for of your comrades left behind, who have found graves in the north of China. All honour to them. They died, some on the field of battle some from wounds received in battle, and many from sickness, the result of the hard work and privations they endured. GAMBLING.
The police are evidently determined to put a stop to the gambling that has of late become so pronounced a feature in native life, and this fact was evidenced by the appearance in court yesterday morning of no less than thirty-nine of these worthies, in two batches of twenty-four and fifteen. The first batch was roped in" by Sergeant. Kerr, who visited the Chinese quar tors at Bicton on Thursday and caught all of the socused red-handed. The two owners of the house in which the gambling took place were find 325 each or six wooks imprisonment, and the remaining thirteen $3 each or seven days' imprisonment. The fines were paid.

NEWS FROM GERMANY.

The Bundesrath has passed the Budget bill for Kiantachou for 1901 showing a deficit of 11,050,000 Marks (1900, 9,993,250 Marks), whertof one Million Marks (1000: 213,250 Marks will be yielded from the income of the Kiantschon administration itself, while 10,050,000 Marks (1900: 9,780,0 0 Marks) must be contributed by the German Empire. The ex- traordinary expenses will amount to 8,575,000 Marks (1909: 5,925,000), whereof 3,385,000 Marks will be expended on the harbour (1900, 3,745.000 Marks) and 1,500,000 Marks on public buildings (1800 1,180,000). Finally, though I bare not set about to write of politics upon this journey, one vital political impression has come home with me. Namely that in the nature of things there is no im. moveable obstacle to a frank, inclusive, perman- ent, mutually-beneficial understanding between Great Britain and Russia. The greatest force in Bussia to day is a personal force which makes for peace. If this question were up- proached in the right way, that is, with full knowledge and with perfect courage for any convinced, to the infinite advantage of both outcome, it could be settled, I am profoundly nations and the advance of civilisation.
