OCCASIONAL NOTES,

H.E. Li Hung-chong ina not received at Shanghai the honours accorded him on his

recent visit to Hongkong. The telegrams from the North annonce that his arrival at the Model Settlement was absolutely ignorel by the repre sentatives of the foreign powers, the British Consul-General being one among these who were absent. Publie opinion in Hongkong in very emphatically in accordance with that of

No one who has knowledge of the Chinese official character is likely to support the slumonstration made kera, and it is really impossible to conceive a resson for it. On his own statement Li Hung chang admitted being summoned to Peking by superior orders-presumably those of the Em- press Dowager, for she is the only unthority he recognises. That being so, und only a superior authority could summon Lite Peking, we have been receiving and honouring the reprosentative of the wretched woman who initiated the trouble and whose Government is responsible for the murders perpotrated in her own capital.

The guard of honour and subsequent recop. tion were scarcely accorded to Li as an indivi-

duni, for at least two reasons; unmoly, that ho acknowlodged that he was obeying the instrue. tians. of his Government (sic), and that he, as an individual, neeled no reception because it conld serve no dwful purpose to us. Barely
