A Despatch from Lord Stanley, N: 144 of September 25th, conveyed: authority for fitting out two Cruisers for the suppression of Piracy in the mighbourhood of Hongkong.
Until the arrival of a Commission Sonder the Great Seal, establishing a
moved Court for the trial of offences on the seas, I felt it was premature to
