applicants, and of the twenty two seamen now in the service, eleven have given the prescribed two months notice to resign, and I believe most of the remainder will do the same, especially if a distinction of pay is made; from the number of vacancies which have occurred since

May 1845 (particulars attached) it is apparent that much difficulty must exist in carrying out the duties, and notwithstanding all precautions, with much injury to the Service.

I therefore respectfully beg to

recommend that the increase

of twenty

per cent be extended to all in lieu of pension, which will (in connection with the adoption of a scale of pay, in accordance. with report dated 9th Inst.) I believe obviate all the difficulties enumerated.
