It is proposed that 1 Dollar shall be the least sum paid by any one, and 5 Dollars the highest, and from this source a Revenue of between 20,000 and 30,000 Dollars may be expected. The Salt and Opium Licences will be offered to the highest bidders, but I am at present unable to offer any opinion as to the amount of income which may be anticipated from these sources, though I hope it may prove considerable.
