The absence at present of any Legal Adviser whatever, and the absolute necessity for promulgating every species of taxation in the form of an ordinance, renders it indispensable that I should await the arrival of the Attorney General, for which I have been anxiously looking for some time past. With the advantage of his advice and assistance, I shall carry into effect those measures of taxation, which have already met with the consideration and approval of the Council.
In discussing the scheme of a registration of the Chinese population, it has been agreed that such a tax would be far less invidious if extended to every person in the Colony, instead of being confined to the Chinese alone. It is proposed that 1 Dollar shall be the least sum paid by any one, and 5 Dollars the highest, and from this source a Revenue of between 20,000 and 30,000 Dollars may be expected. The Salt and Opium Licences will be offered to the highest bidders, but I am at present unable to offer any opinion as to the amount of income which may be anticipated from these sources, though I hope it may prove considerable.
In making the tour of this island by water with Rear Admiral Sir Thomas Cochrane, I observed a considerable number of stone quarries at work by the Chinese. These quarries have been accustomed to pay a duty to the Chinese Government,
