CIRCULAR.

LE Provisional Commilites for promoting the erection of a Qity all in Hongkong, desire to report the progress that lius been made, up to the close of the present year, in furthering the objcet for which they are associated.

The principal difficulty connected with this on- dertaking has been to procure a site that should be nt ouce suitable for the purpose, and in the gift of Government; it boing obvious at the present high value of Land within the limits of the City inade it impossible, that any sum of mo¬ hey, which the Committee could expect to com. mand, would prore adequate if ground had purchased.

An application for a site at the Western Car- ner of the Parade Grand, immediately under Messy A Heard & Co.'s Office, was promptly and liberally epneeded, but, before any formal grant of the Land had been made, it was forty- nately discovered that ditoaltics, previously thought superable, to the occupation of the. piece of ground now partially occupied by the'i Barbear Master's Office, were susceptible of ro- storal; and the Committee have the satisfaction of sluding that a recomendatim for a grant of that site (undoubtedly the mest eligible for the purposes of a City Hall in the whole Colony) bas," with
