HONGKONG SLEEK ARRESTED

In the British Polis Court at Shanghal on the 8th March, Reginald George Hipkins, formerly in the employ of the Mutual Stores, Hongkong, was chewged with the larceny of $1,000, at the instance of the Hongkong po1ies. |
Captain Pattison, Chief of the Loos Police, spoke to receiving a telegram from Hongkong as a consequence of which he gave instructions for the arrest, of prisorer.
Chief Inspector Howard depased to going oo board the Austrian mail steampor Maria Valerie when the arrived at the lower Holts on Monday. He at once recognised Hopkins as the man wanted, but no sotual arrest was made until the steamer arrived at the wharf at Hongkow Whed the vessel was made fast to the whart he instructed. Detective Sergeant Wool to follow the prisoner on his landing and ask Xu certain questions. This was cons and satialed him that the prisoner was the mun wanted. Prisoner was afterwards arrested and admited that his name was Hopkina. He made no reply to the announcement that he had been arrested on information from Hongkong. for stealing $1,000. His property was afterwards conficated, two loaded revolvers being found Amongst his property..
Prisoner waaremanded for a week pending the arrival of certain doonpanta from Hongkong.
THEANINGKONG DOCK AND
NAVAL YARD.
In the Home of Commons of the 2nd March Bir Charles Dilke asked the First Lord of the Admiralty whetbor, when the Fictorious was Esat to the China Station; it was the belief of the Admiralty, that she could be dead af Hongkong; whether this has been found to be too dangerous; what progress in being made in the execution of the plau fer the additiosi to the Hongkong Naval Yant, and whether the arragements with the Hongkong Dock Com- pany for the constrnotion of a larger dock have fallen through.
Mr. Goschen-There is no question is to the capacity of the Hongkong look. It is quite capable of receiving the Victorious, though tha margin ia email. Later experience gained in docking beavy vessels very little inferioriu size to the Victorious bas caused the Hongkong ollers to report that in consequence of the existence of a current across the satrance to the dock at the very moment of high wate, when it is necessary to dock large ships, a vertika amount of risk would be involved on account of the diffloalty of managing the ship with afficient mixty in pasing her in. As there ure docks in Japan which will take the Fictorious it is not con- sidered desirable to run any such risk. Sharp's. baillings and the North Barracks have been acquired, thus doubling the size of the yard. The atilisation of the bandings thus ehtolaed; as shops, storehouses, a., is proceeding under the direction of the commodore, and the Tango ments made with the Colonial Governer for the jdoning of Murray-road are being carried out. No arrangement has beon, couoinded with the. dock company for the construction of a larger dak. The Admiralty have now under eco- ideation a proposal to construct a dook of own, as part of the dock extension pro V for in the Naval Work ite.
