THE question of the admission of repre- sentatives of the press to executions has for some time just been orgaging the attention of the Institute of Journalists and it was decided some time ago to appeal to the Home Secretary to lay down a uniform rule on the subject. At present the prae- tics varies in different gaols: in some re- porters not admitted at all, in other one ouly le admitted, and in others, a number are admitted. The duty of attending executione is a disagreeablo one of which the reporters are no doubt glad to be re lieved, but on grounds of public policy it secs expedient that they should be allowed to be present. The reason of the change from public to private executions was to do away with the demoralising influences atten- dant upon the drawing together of a big crowd to witness the death of a fellow cren- ture; but it was not intended, we believe, that a veil of strict aereoy should be draw over what actually took place in connection with the event. Sensational and morb descriptions are of course undesir uble, und frm that point of view there may be something to bo mid in favour of the exclusion of the Press, but on the other hand the presence of spectators not belong iog to the official circle is one of the best guarantees for decency and the avoidance of the painful accidents that sometimes re- sült from carelessness in the armugemente.

The proposal to unend the Articles of the Kinbe Railway Company by omitting the alanse dobarring foreigners from liciting shares in the company was unanimously adopted at the guaoral meeting of the company on the 15th Decembor. In explaining the proposal, Baron Ozawa, the President stated that the company intended to introduen foreign capital in order to push forward the company's business. No objection was raised.
A spesial general meeting of the Tokyn Chamber of Commstee, held on the 24th inst CoLsidered a proposal to memorialize the Government upon the advisability of imme- dixitaly allowing foreigners-to-become-parivers- or shareholders fri Japanese joint-stock com- panies, the measure being necessary in view of the present economical difficulties of Japan.
