Jan 7 18 4 Treasury. Enclose an application from the Treasurer for an additional Clerk recommending McNicol who has been appointed at 100 Dollars per Month.

Jan 7 21 5 The Triad Society. Encloses an Ordinance No. 1. For the suppression of the Triad and other secret societies. Explains the dangerous nature of these societies and encloses his correspondence with the Chinese Authorities on this subject.

Jan 7 21 6 Revenue. Refers to Secy of State's Despatch No 25 Aug. 1. 1844 on the Revenue Estimates and to his No 73 December 13. Enumerates the various estimated Revenue items amounting, including Fines to £20,167. Considers an Income Tax of 3 percent the best means of raising Revenue but requires instructions.

Jan 7 27 7 Ordinances. Acknowledges Despatch No 26. Reports on these Ordinances and the measures adopted in conformity with the decisions.

Jan 7 28 8. East India Company. Acknowledges Despatch No 28 September 3! Reports that he holds a balance of an account current with the East India Company from which he has paid the $100 to the individual named Afong.

Jan 7 28 9 Police. Reports on the formation in 1844 which establishes a Police somewhat similar to that of the Parish Constables in England.

Jan 7 29 10 Transportation. Acknowledges Dispatch No 27 Sept 2 and refers to his No 67. 1844 relative
