With reference to Your Lordship's Despatch (Military) No 6, of 1844, conveying Treasury Minute relative to the substitution of an officer of the rank of Deputy Commissary General in lieu of Commissary General at Hong Kong, I have the honor to refer your Lordship to my Despatch to the Earl of Aberdeen, 1397 of 1844, in which are stated the circumstances and conditions under which I gave my sanction to Commissary General Coffin proceeding to England, on the arrival of Deputy Commissary General Mitter from Australia.
