I have the honor to acknowledge the receipt

of

your

Letter

of

this date conveying to me

the instructions

of His Excellency the Governor not to make payments out of the monies under my charge until the accounts of the December Quarter are rendered excepting a

payment of £1264.9.3½ to the Surveyor General on his

receipt.

I beg to state for the information of His Excellency that I have no difficulty and never had any difficulty in shewing the payments made by me to every individual "arrival but in consequence of an important part of the Instructions from the Lords of the Treasury having been set aside, I am unable to classify the disbursements made by head of each department. If His Excellency will accept an Account-current shewing how much each Department of the Colony has received during each Quarter since the arrival in May last, a short time will suffice for the preparation of such an Account but unless the authorized forms of Vouchers and Warrants be adhered to and all payments be made final it is impossible to render a clear Quarterly account current in the form prescribed by the Lords of the Treasury. In this opinion I am sustained by M. Bird the Accountant
