London, 30th Aprï. In introducing the Budget the Chancellor of the Exchequer said that the revival in lando lad been well maintained during the year. The receipts amomated to £103,050,000 and tho expenditure to £101,477,000. The expenditnes on the navy had been increased 40 per cent, in extend over a period of five years, and the in- preass in the expenditure for education was equal to 43 per cent. It was doubtful, he said, if the elementary syɛtom gave the best value for the outlay..

The national debt had been reduced by £7,584,000. The estimated recapta. for the Guancini year were £103,300,000, and the os timated expenditure £101,791,000, leaving an estimated suplus of £1,589,000.

Provision had teen muule for a material in crease in the strength of the British garrison at the Cape, but this action l not beɛt prompted, by any aggressive spirit. Great Britain intended to falfil all her obligatione in South Africa, and she posted other coun tries to do the samo.

The Government, Intended to provide for ingrased postal and telegraphic facilities, for a raduation in the parcels rate, and a roduction in the foreign and colonial letter rute of 20 i tho Postal Union would consent to vel alteration. These proposals would starb £60,000. With the balance of the surplus it was intended to make provision for an improved system of public education for Ireland and Sootinnd.
