I have the honor to acknowledge the receipt of your letter, inclosing Supplementary Report and Estimate for the construction of the road to Saiwan, and requesting my opinion as to the propriety of raising the road four feet above high water mark instead of two feet. In reply I have the honor to state, that as the tides are very much affected, and raised by the northerly monsoons, I consider it very necessary that the road in question should be at least four feet above the ordinary height of high water.
I return the Estimate forwarded to me.
