Report and Estimate of the additional Expense to be thereby incurred to be submitted to His Excellency for his final approval. A strict adherence to this mode of proceeding is of the greatest importance; and His Excellency wishes it to be distinctly understood - with reference to works conducted by your department, that he will not in future overlook any deviation from it.

Before deciding finally on continuing the work, it will be necessary to send in a Separate Report and Estimate for the additional 600 feet added to the height of the Embankment, as originally proposed, and for facing the same with rubble, including also the additional bridges and culverts required along the line.

Also a separate Report to extend the road provided for in Report and Estimate No. 7 from the summit marked D on Sylam pass to its junction with the present road leading from Kotona to Check-chu.

And a separate requisition for approval of the plant, wheelbarrows etc. required to carry on the works of your department.
