It has been deemed that Singapore being situated at some distance from China, the appointment of a Chinese Consul sere as unobjectionable, if not indeed advisable. Even, there, however, we find the Consulate being used us an agency for the collection of revenue by irregular means. How much greater therefore would be the danger of similar occurrences in Hongkong, which is in immediate contiguity to the province of Kwangkong and where the Chincee population has such intimate conàcation by family ties with the mainland.
