In the absence of a Garrison Chaplain, the Military likewise contribute to fill the space.

There is at present scarcely any individual in the colony, with the exception of the officers of the Ordnance department, capable of providing plans, estimates, and specifications for the Church required. The same want prevents my sending home to Your Lordship any proposals for the Court House, Government Offices, and Governor's residence. I have therefore in my separate and confidential Despatch of 11th Dec: 1844, recommended that a really capable Architect and civil Engineer be sent to this colony to perform the necessary duty. In the meanwhile, I cannot help entertaining very serious fears lest one of those hurricanes, called Typhoons, which occur at uncertain periods, should lay in ruins the very unsubstantial and temporary buildings in which the public business is carried on, and the public records are housed.
