Gozeral speaking, the question of lighting streets may be divided into two headings, viz.:
The lighting of public streets, roada, and lanes, and
(b) The lighting of private streets, rosda

The former can any properly, be designut d pablo lighting," though perhaps from a police point of view the latter may be consider equally if not the more important.
In urban districts In England, the improve- mont, including lighting, of private streefs and roads is regulated by the seflon 150, Publis Health Act 1975, under whinh sention the urbaa Authority has power to call upon the owner or owners of the property abutting upon such streaks if they are not properly sowered, levelled, pared, channelled, er are not lighted to the satisfaction of the authority to oney eat the neccsary worke within a specited time.
The question of the bicient onstruction, maintenance, and lighting of private streets and tanes i one that I havo on previous ecossions reformed. to.
In my opinion the owners of property abut- ting on private streets and langs sheald b liberally treated in all cases where such owners are prepared to hand the private streets and Janes that are usor, as public thoroughfares over to tlu Goreromant, but until such streets and lone taken over by the Government the cost of eliciently lighting them should un doubtedly devalve on the owners of property abating thereon, and. I would remark that the oost of fighting the city during 1895 wa 542,527, whilst the revenue derived from the rate of 13 per cent. lovfed for lighting purpose on the present raloubio value amounts to $19,700, having a balance of some 87,000 per annup only to meet the inforest on capitul expenditure already incurred and that necessary to place the lighting of the public streets on a satisfactory basis, as well as the increased cost of maintaining the additional Lights required,
