In Despatch. No 36, of 1846, your Lordship desires some explanation of the

motives which led to the enactment and the effect anticipated from, the last clause of Ordinance No. 10, of 1844, passed by my Predecessor, and entitled "An Ordinance to regulate the summary proceedings before Justices of the Peace, and to protect Justices in the execution of their Offices."

This clause authorizes the infliction, on Chinese offending in Hong Kong, of punishments in conformity with the Chinese usages, as previously practised.
