shall be at liberty to go on board an harbour within the said Island of Hongkong and its Dependencies or in the Waters thereof for the purpose of searching for Opium illicitly retailed contrary to the provisions of these Regulations or obtaining search warrant from a Magistrate to be issued on the Oath of the person licensed, that to the best of his knowledge and belief such Opium is being retailed on board the said Vessel for consumption
If any person not being duly licensed as aforesaid, shall within the limits of the said Island of Hongkong and its Dependencies, or the Waters thereof, sell Opium or Chandry Opium Dress, mixed with Opium, he or she, shall, on conviction, before a Police Magistrate be subject to all the fines, forfeitures, and penalties imposed in Section 4 de 1 of these Regulations.
8. All persons in charge of houses appropriated wholly or in part to the smoking of Opium or to the retail of smaller quantities than one Chest, shall take out and hold a permit from the person duly licensed as aforesaid and in default thereof, shall be liable to the fines and punishments prescribed by Section 5 of these Regulations: Provided that the said licensed person, in granting the said permit, shall have regard to the power retained under the second Section of these Regulations, by the said Governor, for
