Your Lordship's despatch No. 23 of 30th December, 1843, relating to the Civil Establishments of this Colony anticipated some increase under the head of the Harbour master's department. Lieutenant Pedder having been appointed marine Magistrate, as well as Harbour Master, applied for an increase of Salary, which I refused, on the ground of his possessing the advantages of a residence rent free. He has since addressed the inclosed letter, and requested that his case
