We in Hongkong are accustomed to look with anvy at the municipal government of Shanghai, Ender which the affairs of the Selffement are so tunch more satisfactory carried on than are those of this colony with its costly and ornamental civil servico, It seems, however, that a diffority has arisen. The work has grown to such an extent as to overtax the Chairman, and the appointinent of a paid chairman who should darote his whole time and attention to the duties of the flee has been suggested.
