Actifications in the Calcutta Government Gazette of the 21st of February, herewith sent for your perusal relates solely to British Postage.
I am further desired to call your attention to a notification issued by this Government in the Hongkong Gazette of the 24th of February (also sent for your perusal) by which you will learn that unless the Indian Ship and Inland Postage is levied here and credited to the respective Governments of the Residencies of India to which it may appertain, the letters will be returned to China.
With this explanation His Excellency the Governor leaves you to decide how you will act on the occasion of the approaching departure of the Red Rover to Calcutta.

Memorandum
On looking more narrowly into the Notifications published by the Post Masters General at Calcutta and Bombay, I find they have no reference to any thing else than British Postage.
I therefore think it advisable to draw Mr Scales' special attention to the Government notification published in the Extra Gazette of the 8th of April 1843, agreeable to which he must be guided in levying Indian Postage on all letters and Newspapers that may be put into the Office to go by the Red Rover to Calcutta By the Regulations therein laid down a double letter (not exceeding one Tolah in weight 2½ Tolaks being equal to one ounce) will pay,
