I am directed by His Excellency the Governor in Council to forward to you the accompanying copy of a letter addressed to the Editor of the Friend of China, and with reference to which you have to say that Government will be glad to receive from you a tender of the terms upon which you contract to perform the work therein specified.

I am directed to acknowledge the receipt of your letter dated the 15th Instant, with its accompaniments from the Revd. of the Roman Catholic Mission at Hongkong and to inform you that Government cannot grant any land for such a purpose, as is therein described (or indeed for any other) unless on the distinct understanding that it is to be held on such terms as to rent as Her Majesty's Government may be pleased to prescribe hereafter.
