HongKong 18th March. 1864.
Sir,
I am directed by His Excellency
the Governor in Council to forward
to you
the Original
letter with its
Enclosures from the Land Officer: Submitting for the consideration of Government a proposal on the part of Mr. Braine, in conjunction with the Holders of certain other marine lots,
to carry out a sea wall in front of their Godowns to the extent of fifteen or sixteen feet beyond the high water mark; and further that Government should unite with them and bear a proportionate part of the expense in constructing a continuation of the same wall in front of a small marine lot still unsold. I have also the honor to forward a copy of the reply to the above proposal written under His Excellency's instructions for your perusal, from which you will perceive that Government wish you to give the Land Officer the benefit of your advice in order that in making any arrangements on this subject due regard may be had to their not interfering with the rights of Government or any plan that may be hereafter made for the general improvement of the Colony. When you have perused the Original letter from In Gordon and its Enclosures, I shall feel obliged by your returning them to this Office.
I have the honor to be,
Sir,
Your obedient Servant,
(Signed) Richard Woomam.
