I am directed to forward to you the accompanying Copy of a Resolution passed by His Excellency the Governor in Council on the 17 Ultimo and to request that you will be pleased, in compliance with it, to form yourselves into a Committee for the purpose of determining the amount of Compensation, if any, due to the Chinese occupiers of Land in the Wong-nei-chung and Soo-kum-poo Valleys.

Valleys, who are thus to be compelled to abandon the Cultivation of Rice and substitute for it that of vegetables or other produce not requiring excessive irrigation.

Resolution
The Question of the discontinuance of the cultivation of Rice in the Wong-nei-chung and Soo-kun-poo vallies was taken into consideration, whereupon It was resolved - that the Honorable Major Caine, Gutzlaff and Mr Gordon should be a Committee, and Communicate with the Inhabitants of the Wong-nei-chung and Soo-keen-poo vallies respecting the value of the Lands prohibited from being cultivated as Rice
