I am directed by His Excellency, the Governor to request, that you will select in communication with Mr Morrison and the Harbour Master, a site for a House to be erected as the residence of Chinese Pilots engaged in conducting Vessels from this Harbour to Whampoa, and other places.
I have to ... encourage ... succeeded in ... your letter, but at the same time to desire, that you will as soon as possible send in an estimate of the expense, in order that it may be duly examined and sanctioned.
