I shall trust to Your Lordship to have Major Aldrich furnished with a copy of the Enclosure to this letter.

I am directed by His Excellency Sir Henry Pottinger, Bart G.C.B. to inform you, that directions have been given to the Post Master at this place, and to the Government Agent at Macao, to forward with each Mail sent via Bombay, Madras, or Calcutta, a detailed statement shewing the amount received in account of the letters; and to request, that you will be so good as to direct that on the arrival of a Mail from China, the letters be re-stamped and marked as having been paid into Your office.
Instructions have been given to the Treasurer to Government (with whom the amount received on account of each Mail will be deposited) to pay at the close of the quarters ending 30th April, 31st July, 31st October, and 31st January, the sums so collected, together with those received on account of Letters sent from India, into the hands of the Pay Master of the Forces in China, whose receipts he will take and forward to you in duplicate.
