With reference to Captain Balfour's application for a remission of the remainder

of the punishment which you awarded to his Servant, for the Crime of theft and desertion, His Excellency the Governor directs me to point out the great irregularity of such a proceeding, admitting, as it does, the right of private individuals to interfere in the fulfilment of the ends of Justice, when their own convenience is concerned.

To enable the Governor to decide from the merits of the case, whether any abatement of the Sentences can be permitted His Excellency directs me to request, that you will furnish him with a Copy of the entire proceedings in your Office as at the time, recorded.

I have the honor to enclose to Your Excellency a Copy of a letter, which I have received from the Harbour Master regarding the Bodies of Persons who die on board Her Majesty's Hospital Ship Minden, being cast into the sea within the limits of the Harbour and have to beg that Your Excellency will be so good as to take whatever steps you think proper to put a stop to so objectionable a practice.
