I have the honor to acknowledge the receipt of Your Lordship's letter of the 11 Instant enclosing an Estimate of $9215. for building a Barrack for 100 men, and one for four Offices $8128.50 for Quarters for four Officers at Saiwan, in Sanctioning the Expence, I beg to bring to Your Lordship's notice the necesity for a Battery on that part of the Island.
