'Her Majesty's Government having directed me to reserve and apply to such uses as may be required any Funds to be derived from China for any Service in China whether of a Naval, Military, or Civil nature, for which Bills would be otherwise drawn on the Treasury, I have this Excellency, In the name of Her Majesty's Government addressed the letter of which I have the honour to enclose copy to Vice Admiral Sir William Parker G.C.B.
