I see nothing whatever in the whole Affair that authorized a single Armed man being sent on shore, and it is most providential
that there was no blood spilled, else the most serious consequences must have attended
with regard to the offence
of the Instigators and Perpetrators
I conceive, that in the present circumstances of this Island - which may now be looked on as a British Possession - the use of Arms could only be justified in a case of 'imminent risk to the Public safety, and at the express requisition of the existing Civil Authorities.
I leave the Case so far as the officers are concerned in Your Excellency's hands, and I beg you will be so kind as to return the Original Proceedings to me as soon as you have done with them.
